Raymond ASQUITH (Lord Oxford), OBE

Director & Non-Executive Chairman

Raymond Benedict Bartholomew Michael Asquith, 3rd Earl of Oxford and Asquith, OBE is a British former diplomat and hereditary peer. Styled Viscount Asquith until he succeeded to his father’s peerage titles on 16 January 2011, the earldom of Oxford and Asquith was created for his paternal great-grandfather, H. H. Asquith, a former Prime Minister of the United Kingdom.

He was educated at Farleigh School and Ampleforth College, and subsequently obtained an MA degree at Balliol College, Oxford

Raymond Asquith joined HM Diplomatic Service in 1980 as a career diplomat, serving until 1997. As well as postings in London at the Foreign and Commonwealth Office and to the Cabinet Office, he served as First Secretary at the British Embassy in Moscow from 1983–85, and Counsellor at HM Embassy in Kiev from 1992–97

In October 2014, the Earl of Oxford and Asquith was elected in the House of Lords by-election to replace the late Lord Methuen (who died in July 2014) and to sit as a Liberal Democrat, alongside his cousin Baroness Bonham-Carter of Yarnbury on the government benches (as the LibDems were then part of a coalition government) in the House of Lords.

He is leading partner and chief strategist of Tori Global, strategic consulting firm with major offices in London, New York, and Singapore.

With entrepreneurial achievements, Mr AL AKARI is the founder of various technology companies including MindMore Inc., Onwallet, and Vollome Inc.

Mr. AL AKARI studied his MSc in computer science and networking, London, and qualified as computer networks and security professional from Cisco, Checkpoint, and  Microsoft. He has a diploma in Executive Strategic Leadership, University of Oxford and received an executive program in Strategic Thinking for CXO from Judge Business School, University of Cambridge. 

Mr. AL AKARI received an executive program in Cybersecurity & Risk Management from Harvard University. Mr. AL AKARI is pursuing his doctoral studies in leadership and wealth strategies, University of London.

İbrahim BALIKÇIOĞLU

Chief Operations

Mr. BALIKÇIOĞLU comes with an extensive of more than 20 years of oil and gas engineering and business development. As a CEO of Ovi Petroleum Construction (Turkey), where he with his team and for major oil enterprises including Eni and Libya Oil designed and built major petrol stations around the Mediterranean countries and Africa.

Prior to his role as a CEO of Ovi Petroleum, Mr. BALIKÇIOĞLU was a CEO in Erba İnşaat LTD.ŞTİ. (Turkey) for years. Mr. BALIKÇIOĞLU is a founding member of the İndustrialists and Businessmen Association in HASİAD and a founding member of the Young İndustrialists and Businessmen Association in HAGİAD, Turkey.

Mr. BALIKÇIOĞLU holds a degree in Foreign Trade and Management from University of Eskişehir, Turkey.

Sarhan AL RISI

Dr. AL RISI comes with more than 25 years of extensive experience in commercial and investment laws of MENA/GCC countries. Spending years as a senior officer in the Ministry of Defence in Dubai, Dr. AL RISI served private and governmental institutions in the region of GCC on major legal affairs.

Dr. AL RISI is a senior member of the reformation of the legal framework committee in the Sultante of Oman.

Dr. AL RISI holds in PhdD in management and commercial laws and Masters in International Commercial Laws.

Nakhle CHAMMAS

Director of Sales & Marketing

Mr. CHAMMAS holds an extensive 30 years of experience in business of marketing and trading in the hydrocarbon sector serving various international companies including but not limited to his role at TAMOIL (upstream and downstream operations) at the HQ as the Head of Risk for over 9 years. Mr. CHAMMAS prepared and executed hedging strategies on a group level and solely managed the proprietary trading book with a volume of 12 million barrels whilst identifying and preparing business strategies for investments and opportunities in the sector of hydrocarbon.

In addition, Mr. CHAMMAS has spent several years with BB Energy in London, Sahara Petroleum and as independent trader and consultant in the Middle East and GCC. Mr. CHAMMAS has spear headed a new initiative in the petroleum trading sector with the establishment of Jona Commodities S.A.L and Moyes Trading DMCC, based and operating out of Dubai. Mr. CHAMMAS holds BSc in from UK and he is fluent in Arabic, English, French, and Italian.

Nerissa N. BALIKCIOGLU

Before joining Fexol Group and as a newly graduated industrial engineer from one of the top universities in Turkey, Miss BALIKCIOGLU received extensive managerial and business development experience and training by top companies including Apple and Adidas.

Miss BALIKCIOGLU holds a Bachelor degree in Engineering and Natural Science with major in Industrial Engineering.

Dr. Fadi NUAH

Executive Advisor

Dr. NUAH has more than 30 years of experience in the fields of power, energy, and nuclear engineering. After he completed his post doctorate from University of California, Berkeley, In 1977, Dr. NUAH joined the Faculty of Engineering at Tripoli University, Libya where he founded and was the dean of the Faculty of Nuclear & Electronic Engineering, Tripoli University, Libya.

Dr. NUAH served as a deputy minister of Energy of Libya from 1980 to 1983. Post Gaddafi era, Dr. NUAH served as advisor on Foreign Affairs to the President of Libya, 2012-2014.

Dr. NUAH was a panelist in the Southeast European Forum, SAIS, Center of Transatlantic Relations, Johns Hopkins University as well as a panelist and presented papers in two sessions of the Mediterranean Economic Initiative at SAIS.

Dr. NUAH is a member of the Advisory Board of the “Mediterranean Development Initiative”, part of the Center for Transatlantic Relations SAIS in Washington DC. Beside his advice on specific power and energy projects under the investment of Kingdom Wealth Funds, Dr. NUAH serves as Consultant on nuclear Power Plant EKYA&E Architects & Engineers, Irvine, CA, USA, and Seoul, Korea.

Dr. NUAH is Libyan-American holds BSc in Engineering Physics, MSc and PhD in Nuclear Engineering from the University of California, Berkeley. Dr. NUAH also spent 2 years as Postgraduate fellow at the University of California, Berkeley, USA.

Les JOHN EDEN

General Technical Officer

Mr. EDEN comes with 40 year extensive career in upstream, and downstream engineering projects. This included project engineering and engineering management, within the petrochemical industry. Overseeing engineering and procurement (EP) and Engineering Procurement Construction, (EPC) projects from conception through to completion, including commissioning. This included overall responsibility for the construction of petrochemical plants, industrial facilities and pipelines.

Mr. EDEN began his engineering career in 1976 working in Saudi Arabia with ARAMCO prior to joining Halliburton.

Mr. EDEN has spent his entire career working and residing in the Gulf States and Turkey, employed by Halliburton, finally in the position of Country Manager. Since 2002

Mr. EDEN was employed by Metalex Holdings, a Turkish EPC civil and mechanical engineering EPC contractor, in the capacity of General Manager for the Middle East and GCC. Mr. EDEN holds a MSc in Engineering and BA in Business Management from UK.

Mrs Eltaira comes with an extensive experience of more than 20 years in national and commercial laws of the MENA and GCC countries. Additionally, for years, Mrs Eltaira served high net-worth families on legal, tax, investment, and commercial affairs.

Mrs Eltaira is a qualified lawyer in the courts of the MENA and GCC countries including High and Appeal courts. Beside the private sector and for years, Mrs Eltaira served various governmental institutions in the region of MENA and GCC on specific legal and dispute cases.

Mrs Eltaira received her BA in commercial law. Mrs Eltaira holds masters in international Human Rights Law and Practice from Exter University, U.K. Beside her certification in Women’s Human Rights from LSE, U.K. Mrs Eltaira received diploma in Leadership and Management from Exter College.

Patrick FORGET

Legal & Structuring Executive Advisor

Dr. FORGET holds more than 20 years in banking, investment and finance where he served as director in the real estate securitization group of UBS Investment Bank, London prior to that he was credit analyst at Moody’s Investors Service, London.

Dr. FORGET served as an associate at Gide Loyrette Nouel, Structured Products Team, Paris. He was part of Structured Finance team at Clifford Chance LLP, London responsible of multibillion securitization transactions around UK.

Dr. FORGET received his BA in Business Law from Universite De Paris II, Pantheon-Assas, France and MA in Business and Tax Law from Universiteit Utrecht, the Netherlands.

Dr. FORGET received his double degree of law from (LLM) from Oxford University, Jesus College, UK and received hi post master degree in business and tax law from DESS and he holds a PhD with merit in Ship and Aircraft Finance from Universite De La Sorbonne, France.
